Ahmed Bin Sulayem

Ahmed Bin Sulayem is the Executive Chairman and Chief Executive Officer of DMCC and has driven its growth from a start-up of 28 member companies in 2003 to the world’s leading free zone in 2022 with over 23,000 member companies from 180 countries, employing over 65,000 people.

Tasked with enhancing commodity trade flows through Dubai, DMCC has introduced to the market a number of value-added products and services under Mr Bin Sulayem’s leadership. In 2022, DMCC was named the ‘Global Free Zone of the Year’ by The Financial Times fDi Magazine, for a record eight consecutive years.

Mr Bin Sulayem oversaw the exponential growth of the DMCC Free Zone master development in Jumeirah Lakes Towers (JLT), a 200-hectare business and residential community in Dubai of over 100,000 people living and working in 87 towers. Mr Bin Sulayem also oversees the development of DMCC’s latest real estate project; the much-anticipated Uptown Dubai district.

Mr Bin Sulayem currently serves as the Chairman of the Dubai Diamond Exchange (DDE) and the Dubai Gold & Commodities Exchange (DGCX).

The Kimberley Process officially appointed the United Arab Emirates (UAE) as the first and only Arab country to Chair the Kimberley Process in November 2015. Shortly after, the UAE Ministry of Economy officially appointed Mr Bin Sulayem as the UAE’s Chair of the Kimberley Process for 2016.

His Excellency Shaikh Saoud Ali Almualla

Shaikh Saoud Ali Almualla officially assumed his position as Consul General in August 2022, after representing the United Arab Emirates in the Hong Kong Special Administrative Region since November 2021 in the capacity of Acting Consul General.

Prior to his posting in Hong Kong, he has held several diplomatic positions at the Ministry of Foreign Affairs, and is well-experienced in matters concerning the affairs of countries in the Asia-Pacific region. He served as Chargé d'Affairs at the UAE Embassy in the Republic of the Philippines, from July 2020 to July 2021.

In addition, Shaikh Saoud Ali Almualla also held the position of Deputy Head of Mission at the UAE Embassy in the Republic of India from 2013 to 2018, during which he oversaw the various departments of the mission, including the media department, public diplomacy affairs, and political affairs. During the period from 2013 to 2015, he served as Acting Commercial Attaché to the Ministry of Economy at the Embassy, where he participated in many conferences and official visits, which contributed to strengthening the foreign relations of the United Arab Emirates, as well as embodying the directions and vision of the UAE leadership.

His Excellency holds a BA in Political Science, Asian Studies, and International Relations from Griffith University in Brisbane, Australia.

Dr Bernard Chan Pak-li, JP

Dr Chan has been appointed as the Under Secretary for Commerce and Economic Development since 2017.

Before joining the Government, Dr Chan spent about 10 years working in the technology sector, gaining experience in intellectual property trading and crossover collaboration. Dr Chan served as amember of the Kwun Tong District Council from 2008 to 2013, Political Assistant to the Secretary for Commerce and Economic Development from 2013 to 2017.

Dr Chan holds a bachelor degree in electrical engineering and a PhD degree in biomedical engineering from Duke University, USA.

Hassan Al Hashemi

Hassan Al Hashemi is Vice President of International Relations at Dubai Chambers, the emirate’s engine of economic advancement and growth that drives business impact for its members while cementing Dubai’s reputation as a global business and trade hub.

Al Hashemi is a recognized representative of Dubai Chambers in international settings. He leads engagements with public and private sectors as well as bilateral strategic dialogues to boost international partnerships and trade relations, drive high-level business networking programmes, and maximize the impact of inbound and outbound delegations and missions.

Under Al Hashemi’s leadership, Dubai Chambers has expanded its global reach through the establishment of international representation offices across Africa, Latin America, CIS, Asia, and the Middle East. He also played a leading role in establishing and developing the Dubai Association Centre, the first centre of its kind in the region that aims to attract non-profit international business and professional bodies to Dubai.

Hassan Al Hashemi holds a BA degree in Management and Marketing from the University of Dubai. He is a graduate of the “Mohammed Bin Rashid Programme for Leadership Development”.

He also serves as Vice-Chair of the World Chambers Federation MENA region, Secretary General of the International Chamber of Commerce - UAE Chapter (ICC-UAE) and sits on a number of boards of local and international business organizations.

She worked at Huawei Technology Co., Ltd. for more than 16 years and served as Vice President of Telecom Cloud Computing Global Marketing and Vice President of Core Network Global Product and Solution Sales. Served as the Senior Vice President of Goertek Inc. for 5 years. Found Wiseman (Shenzhen) New Energy Co., Ltd. in 2021, focusing on the design and development of intelligent charging products and SaaS platform for new energy vehicle. providing the next generation end-to-end solutions for to global customers . The core team comes from Huawei and tier one companies of electrical industry.

Oscar Liu

Responsible  for  providing  customized  wealth  management and assets allocation solutions for high net worth clients. With extensive  experience  in  wealth  management,  Mr.  Liu  is  an expert  on  handling  global  assets  allocation,  domestic  and overseas  trusts,  family  wealth  planning,  tax  planning  and company services.

Worked  in  leading  international  accounting firm,  the  world-class reputable trust company and family office with over 12 years of wealth planning experience.

Graduated from Dongbei University of Finance and Economics with a Master Degree in Law.  He is a qualified non-practicing solicitor and Certified Tax Agent in China and a full member of the Society of Trust and Estate Practitioners (STEP).

Terry Leung

Terry Leung is the Vice President of Enterprise Business at China Mobile International, with over 20 years of experience in the telecom industry. With a strong focus on IoT, ICT, cloud computing, data center, enterprise network, and information security, Terry has become a seasoned expert in these domains. His primary goal is to assist enterprises in expanding their global presence by leveraging cutting-edge technologies, including cloud-based applications, customized IoT solutions, and integrated ICT solutions. With Terry's expertise and guidance, enterprises can effectively deploy these advanced technologies to enhance their operations and achieve greater success on a global scale. 

Nicholas Kwan

Mr. Nicholas Kwan, formerly the Director of Research of Hong Kong Trade Development Council, was the Asia Chief Economist and Research Head, East Hemisphere, of Standard Chartered Bank. Nick also worked in the Hong Kong Monetary Authority and was the Asia Pacific Chief Economist of Merrill Lynch. Nick graduated in the Chinese University of Hong Kong, with an MBA degree with Warwick University and was a Chartered Financial Analyst.

Claire Guo

Claire Guo is the Regional Representative for the Far East market at DMCC, the world’s leading Free Zone and Government of Dubai Authority on commodities trade and enterprise.

Joining the organisation in 2019, Claire Guo is responsible for promoting the benefits of doing business in Dubai and establishing a presence in DMCC and building strategic partnerships with government, agencies and consultancies both regionally and internationally.

Engaging with key stakeholders in the industry is a key focus for Claire Guo, who is an expert in providing advice and customised solutions to both large corporates and SME’s in China and beyond. 

With over 8 years of experience, Claire Guo has a solid grasp of the Asian markets and is heavily involved in DMCC’s Chinese business community in the UAE.

Claire Guo holds a Master’s in Business Management and Digital Transformation Degree.
