Ahmed Bin Sulayem

Ahmed Bin Sulayem is the Executive Chairman and Chief Executive Officer of DMCC and has driven its growth from a start-up of 28 member companies in 2003 to the world’s leading free zone in 2022 with over 23,000 member companies from 180 countries, employing over 65,000 people.

Tasked with enhancing commodity trade flows through Dubai, DMCC has introduced to the market a number of value-added products and services under Mr Bin Sulayem’s leadership. In 2022, DMCC was named the ‘Global Free Zone of the Year’ by The Financial Times fDi Magazine, for a record eight consecutive years.

Mr Bin Sulayem oversaw the exponential growth of the DMCC Free Zone master development in Jumeirah Lakes Towers (JLT), a 200-hectare business and residential community in Dubai of over 100,000 people living and working in 87 towers. Mr Bin Sulayem also oversees the development of DMCC’s latest real estate project; the much-anticipated Uptown Dubai district.

Mr Bin Sulayem currently serves as the Chairman of the Dubai Diamond Exchange (DDE) and the Dubai Gold & Commodities Exchange (DGCX).

The Kimberley Process officially appointed the United Arab Emirates (UAE) as the first and only Arab country to Chair the Kimberley Process in November 2015. Shortly after, the UAE Ministry of Economy officially appointed Mr Bin Sulayem as the UAE’s Chair of the Kimberley Process for 2016.

He used to be deputy Director of Wanzhou District Foreign Economic and Economic Committee, deputy director of District Commerce Bureau, deputy General manager of Chongqing International Economic and Technical Cooperation Company and general manager of Malta Company "100 WTO Professionals" in Chongqing.

He has studied foreign trade knowledge in University of International Business and Economics, Tsinghua University and Japan Overseas Technical Training Association 
He has participated in important research projects such as "Study on Chongqing's International Production Capacity Cooperation and Policy Support System", "Chongqing's Action Plan for Deepening Economic and Trade Cooperation with ASEAN", and "Exploring Cooperation in the Third Market based on China-Singapore Connectivity Project". He has organized Chongqing enterprises to participate in Chinese enterprises' commodity tour exhibition in Africa for 6 times, and enterprises to participate in mechanical and electrical exhibition and food exhibition in Singapore in 2023.

Henry Li

Henry Li started his legal career since 2007 after graduation from postgraduate law school in 2005. He worked in Guandong High Seas Law Firm(a maritime law firm), Shanghai Boss & Young Law Firm(an international law firm) and Shenzhen Mindray Bio-medical technology Co.(NYSE Listed, a well-known Chinese medical equipment company) before joining Yingke. Henry is one of the founders of Yingke Law Firm Middle East Office in Dubai and worked there for long time. Henry is experienced in dealing with international trade cases (complex transaction design, international trade contracts, L/C, L/G and dispute resolution), Maritime and Admiralty cases, cargo insurance and international e-commerce cases. In 2016 Henry was selected by Chinese government to UK Barristers Association for international legal practice exchange, and he has wide connections with lawyers worldwide, now selected as a leading international lawyer in Guangdong province.

Haoyu Yang (PhD)

Double Bachelor of Law and Finance (2010), Master of Law (2013), Doctor of Economics (2017), member of the CPC, Senior Corporate Compliance Officer, Director of the Management Committee and Senior Partner of Chongqing Yonghe Law Firm. He is a researcher of Tax Risk Research Center of Southwest University of Political Science and Law, and a researcher of Civil Code National Education and Science Popularization Base (Chongqing Humanities and Social Science Popularization Base).

He is also a master's tutor of Southwest University of Political Science and Law, a part-time professor of Chongqing Institute of Industrial Technology, a part-time professor of Chongqing College of Humanities and Science, an arbitrator of Zigong Arbitration Commission, and a member of the expert pool of Chongqing Xingnong Financing Guarantee Group Co.

He is legal advisor of Country Garden Real Estate, Rongsheng Real Estate, and Chongqing Urban Transportation Development and Investment (Group) Co.
He has published many CSSCI papers and presided over or participated in a number of national and provincial level issues. He has unique insights in financial and economic disputes, construction contract disputes, financial crimes, corporate compliance management and data governance.

He led Yonghe Law Firm to be the third runner-up of the 2020 Arbitration Cup of Chongqing, the "Teaching Practice Base" of Chongqing Institute of Humanities and Technology, the director of Chongqing Cloud Computing and Big Data Industry Association, the member of Chongqing Association for the Protection of Enterprise Rights and Interests, the first batch of the recommended pool of estate administrators of Chongqing Dadukou District Notary Public Office, the "Outstanding Law Firm" of Chongqing Liangjiang New Area in 2018-2021, and the "Professional Excellence Firm" of Chongqing Financial Services. 2018-2021 Outstanding Law Firm, Chongqing Financial Services "Professional Excellence Firm" and many other qualifications and honors. He was also awarded the Advanced Individual of Chengdu Law Research (2021) by the Political and Legal Committee of Chengdu Municipal Committee of China and Chengdu Law Society.

Justin Li

Sanjeev Dutta

Sanjeev Dutta is the Executive Director of Commodities and Financial Services at DMCC. He oversees DMCC’s commodities vertical, and directs the development, implementation and regulation of the organisation’s financial products, platforms and services.

An expert on trade finance and commodity markets, Sanjeev is responsible for identifying new business opportunities for DMCC and nurturing existing commercial partnerships. He was instrumental in establishing the DMCC Tea Centre, DMCC Coffee Centre and the award-winning DMCC Tradeflow platform, and now tasked with enhancing the trade of agri and softs, precious metals and stones through Dubai.

Sanjeev is a senior member of DMCC’s executive leadership team and supports the general management, strategic direction and growth initiatives of the organisation. Sanjeev devised and implemented the organisation’s Code of Corporate Governance, and established its comprehensive risk management protocol.

Joining on its inception, Sanjeev has held a number of senior roles within DMCC and previously served as the Chief Financial Officer of Dubai Gold and Commodities Exchange (DCGX). A distinguished speaker, Sanjeev regularly represents DMCC at international industry events and is an expert on trade, commodities and Islamic Finance.

A Chartered Accountant by profession, Sanjeev has over two decades of multi-industry expertise in auditing, financial controls, consulting, risk management, corporate governance and general management with both PwC and KPMG.

Claire Guo

Claire Guo is the Regional Representative for the Far East market at DMCC, the world’s leading Free Zone and Government of Dubai Authority on commodities trade and enterprise.

Joining the organisation in 2019, Claire Guo is responsible for promoting the benefits of doing business in Dubai and establishing a presence in DMCC and building strategic partnerships with government, agencies and consultancies both regionally and internationally.

Engaging with key stakeholders in the industry is a key focus for Claire Guo, who is an expert in providing advice and customised solutions to both large corporates and SME’s in China and beyond. 

With over 8 years of experience, Claire Guo has a solid grasp of the Asian markets and is heavily involved in DMCC’s Chinese business community in the UAE.

Claire Guo holds a Master’s in Business Management and Digital Transformation Degree.
