Hon. Judge Mahmoud Mourad is a former Chief Judge at the Egyptian Courts of Appeal and currently serves as Legal Counsel at the Dubai Government Legal Affairs Department. In his current role, he chairs the Second Amicable Settlement Committee (“Mediation Committee”) in addition to fulfilling various responsibilities as legal counsel for the government.
Judge Mourad is an IMI Certified Mediator by the International Mediation Institute (IMI) and a certified legal skills trainer with the American Bar Association. His journey into conflict resolution began in 2010, when he completed intensive coursework at the United Nations-mandated University for Peace (UPEACE), focusing on conflict analysis, resolution, negotiation, mediation, and conflict transformation from a social perspective.
In 2013, he earned his second Master of Laws (LL.M.) from the Penn State Dickinson School of Law in the United States, specializing in Alternative Dispute Resolution (ADR). His academic training included negotiation, mediation, environmental negotiation, cross-cultural conflict resolution, judicial conferences, neutral evaluation, and a range of global dispute resolution methods.
Over the course of his distinguished career, Judge Mourad has handled thousands of disputes across a wide range of areas, including ethnic group conflicts, international commercial transactions, construction and infrastructure projects, workplace and employment disputes, torts, aviation and transportation cases, and general civil litigation. His experience spans nearly every role within the legal process, having served as a police officer, prosecutor, judge, litigator, legal counsel, and mediator.
A committed advocate for the advancement of Alternative Dispute Resolution (ADR) in the MENA region and beyond, Judge Mourad continues to champion more effective, peaceful, and culturally responsive approaches to conflict resolution.

Rama Salih is a UK-qualified lawyer with extensive experience in both private practice and government legal work across multiple jurisdictions. She currently serves as Legal Counsel within the Government Legal Support Section of the Dubai Government Legal Affairs Department (LAD), where she manages a broad portfolio of contentious and advisory matters on behalf of Dubai government entities.
As a member of LAD’s Amicable Settlement Committee, Rama plays an integral role in the mandatory mediation process established under Dubai law, aiming to resolve disputes prior to litigation or arbitration. She is an International Mediation Institute (IMI)-Certified Mediator and has successfully handled a diverse range of mediations—from employment and debt disputes to complex cross-border contractual matters.
In addition to her mediation work, Rama provides legal support to both government entities and the in-house Advocates who represent them in court, offering her a comprehensive view of the litigation process from initiation to resolution.
